La Biblioteca Popular, ubicada al centre de Mataró, està situada als baixos d’un edifici de la Fundació Iluro on hi era la Biblioteca Popular de la Fundació. Els espais s’han reformat per acollir aquesta nova biblioteca de proximitat de Mataró. 

La biblioteca compta amb 1.227 m², punts de lectura, punts de consulta a Internet i accés a ofimàtica i Wi-Fi gratuït.

L’equipament es distribueix en dues plantes: la planta baixa acull les zones obertes al públic, amb una superfície de 1.227 m², i la planta primera es dedica a treball intern. La biblioteca funciona com un únic espai, obert visualment des dels diferents punts de vista, però amb alguns espais tancats acústicament amb paraments de vidre: sala polivalent, àrea infantil, espai de suport i sala de formació. El vestíbul d’acollida de la biblioteca ha conservat, i ha posat en valor, un mural de Josep Maria Subirachs. La sala d'actes rep el nom de Josep Garcia Oliver, fundador el 1854 del "Gabinet de lectura" dins l'Ateneu Mataronès i de la Biblioteca Popular de Mataró el 1866.

La biblioteca especialitzada en cooperativisme, disposa de centres d’interès d’aprenentatge de llengües, cultura popular, desenvolupament personal, espai jove, famílies, món laboral i viatges i turisme actiu.

Hi ha nombrosos serveis als seus usuaris i una àmplia programació d’activitats dins l’àmbit del foment de la lectura per a tots els públics.
